I checked the manual, it says:
5. When using only two DSP cards, connect the outer S/TDM connections, leaving the middle one free.[/i[
I overlooked that.
Your use of the word termination made me ring a bell, I remember it in connection with SCSI issues of the past.
Connections changed now

I ve experienced the same exact problem in the past. You can have a look here and here.
In order to save you from the trouble of reading through those 2 threads, I suggest you to check if any of the I/O cards has come a bit loose. In that case, just screw it tighter (thats how I solved my problem).
Oh, and dont forget to clean with pure alcohol the STDM connectors.

Damn Just broke 2.
I have 3 card setup in my other computer and that flies like a a bird.
Could it be just plain faulty?
I tightened I/O board and 44.1 was ok the I moved the mouse and it went beserk.Maybe there's a conflict?
Can I get anymore plastic screws?

reseat the i/o card carefully,make sure it's straight. it takes firm pressure but it's not hard,so be gentle. 4 small,clear, plastic screws should be keeping it in place.......
