Actually, I think beat-slicing, loop-based functionality would be a phenominal feature for the next set of samplers (should there be any). In the meantime, I've been playing with Bitshift's Phatmatik Pro VST synth. It's essentially Recycle in a VST synth. It's pretty kewl, though I'm still learning on the demo, so I don't know how deep the rabbit hole goes, but for an underdog plugin (i.e. not made by Native Insruments & the like) it's a solid piece of code.

Weaver:
you can do time stretching very very easy in Cubase.
Just do:
1.
import (a copy of) the targeted audio file in Cubase,
2.
open the audio editor, and determine the wished length of the file by activating the little loop symbol and determin the start and end loop time in the measure number field
3.
open the do-menu, and choose 'fit event to loop range'.
(You'll see a message where you can choose to fit the audio to the actual tempo or the tempo to the audio.)
Take care, you can _undo_ once, before having done one single other 'action'.
4.
import the new file in the STS sampler.
