midi sync

i am having problems with the modular, arpeg, and other devices that sync to midi clock. for example if i have cubase set at 130 bpm, and i choose external clock for a device, the bpm will go to 130, but can be seen fluctuating strangely from 130 and 131 bpm, and the timing is "off" , hard to describe, but certain notes just arent htting on time.somebody please help, or at least confirm im not the only one with this problem

I noticed it when trying to sync a long delay to Cubase for a Frippertronics effect. You can imagine that unwanted fluctuating delay times is not what I was after.
