It's a great card, but does take some setup, and is a little tricker to setup in Windows XP than any other OS (since NT isn't made for realtime operations).
Driver latency is dependant on the HOST computer, you should get 13ms no problem on anything about 300mhz, lower on machines faster than 850mhz. I was able to get a usable 4-7ms latency via ASIO on a 933mhz CUSL2 system.
Is your card sharing an IRQ with something? If so that's the cause of your crackles. You can change this by manually assigning an IRQ for the card in your computer's BIOS or by physically changing the PCI slot the card is installed in. You'll then have to reinstall the drivers and the card's software.
To get UNREAL or any game to work properly, use the DEFAULT background project and don't change it (if you have changed it then reinstall V3.01 to get it back). All games will then work perfectly under XP with LunaV3, in fact I was watching a friend with a Luna play the new Wolfenstein 3D game with excellent sound quality.
I don't know what you've done with Reaktor but I downloaded the demo version and it works okay in WinXP here on a LunaV3, if you had a previously installed soundcard then you might want to adjust your driver settings inside of Reaktor to use "ASIO SCOPE" driver or similiar.
Adjust your "ULLI" ULtra low latency settings inside Luna to 26ms, and leave it there until you've tweaked the rest of your software and configuration and have clear sound in everything. Low latency is something that comes easily once everything in your system is optimized for audio.
Again, you don't want to have anything sharing an IRQ with the card to get the lowest possible latencies.
The routing environment will let you connect DSP-based effects to all your incoming audio (either physical hardware connections or software drivers, doesn't matter!) which you can monitor in realtime if you've routed the audio back out to a physical output. If you're a guitar player, I suggest you try the Celmo Free Bluesman device, pretty awesome.

Thanks for the response I did confirm its on its own IRQ. I just need to spend more time with it i guess! I want it to be a great card. Are there any books or manuals (hard copy) out there for newbies 4 this card?
Sound is still a bit crackely in some apps? but I'll live and eventually figure it out.
