That's what I can read there:
Currently BBC iPlayer TV programmes are available to play in the UK only, but all BBC iPlayer Radio programmes are available to you. Why?

You need a Tv license to watch because its public Tv and all programs are funded by the license fees. There are ways!! Change or use an ip from the UK to watch
