..looks pretty much like a Scope device someone made months ago...I think its name was Relooper or something. if I remember correctly it was even free of charge - no Flexor needed

On FleXoR that's Displacer, Regroover and Granular Sequencer... ReD's put up a demo here 
Also Smartelecronix had a similar VST plugin maybe 10 years ago, but it didn't offer such control - it had controls for random amount of reverse and shuffle, and time or so.
