English peoples are really bad oriented. They don't understand that these are government loans to local district. Quite frankly, peoples for the government are poorly supported in their dedication to support local economy.
That's quite the same with bank managers and their support for poor countries. They are massively supporting cayman island virgin islands,... in order to avoid their economies collapse due to economic crisis.
