refreshing xtc plugins in cubase sx3

If I make a change in the file that controlles the amount of latency in xtc mode ( i forgot the name of the file...cset.ini i think??)
will cubase sx 3 automatically update my plugins with the right amount of latency?? ( I set it to 3ms in cset.ini)
I can't seem to update the latency for the plugins manually in cubase. If i go to "plugin information" and click "update" nothing happens.
anybody else has this problem??
