cannot change sound bank from midi controller cme uf7

i can change sounds on sound bank 0 but i cannot sellect other soundbanks from midi.
why.
is it necessary to use mouse for changing soundbanks?

it is done through uf7 knobs 3 and 4 (KN3,KN4) at their default value.
midi sendings for each knob are 0 and 32.
0 and 32 midi sends controls scopes synths banks.
