I'm with Tesco in the UK and I have 50Mb webspace for free.
I've just decided to make use of it and have a website.
I've bought a piece of software Web Easy 6 which is MUCH cheaper than frontpage and seems quite good, intuitive and easy to put a website together with.

I intend using it for my wife's paintings, some bits of mp3's if I ever get the time to write something again

and a few other things, so in that respect it seems that we're planning similar things.
As At0m says, your ISP generally only provides you with webspace so if you're thinking of guestbooks, forums etc - check first.
The option I'm thinking of is simply to have a "Contact Us" email link to a separate email account than my normal one (my ISP allows 5 email addresses).
I'll try and have a go at this web easy thing over the weekend a set up a quick site - I'll let you know how it goes.
