If I get a new computer, and transfer my Scope card into it, do I need to pay for a new license, or will CW give me new codes for free?

all the codes are locked to the card only - you can use it in whatever computer you like, even in 3 different ones if you move the card around (not a very convenient way, though)

If you have any Native Instruments products, then you'll have to get new keys from their website if you change computer/OS/hair style/shoes/carpets, but as astroman pointed out there's no such problems with the Creamware cards

You should install the card/driver before the Scope software. At least according to the installation instructions.

software keys load of the hardware. So if the hardware is not present in the system, Installation goes no where.

you will get messages like hardware is not present,

card in PC
driver installed
followed by software
