So, the usual round of fixes to try for your situtation would be:
Simply try reseating the card(s) and any stdm cables you may have.
Clean the gold contacts of the card (and perhaps the pci slot) with cotton swaps and 99% isoprobyl alchohol (not grain alchohol and not 70% or less).
Check the voltages of your power supply using a software utility under NORMAL pc load (boot voltages my be different). Especially when trying to start scope.
Eliminate overheating as a factor, both for the card(s) and your system components (the latter should be obvious though).
Make sure the rest of the system is functioning completely normally and it is ONLY Scope having problems. I think SiSandra might have a trial version and there are other stress-test programs on the market.

Given the error you showed above my personal opinion on the most likely problems would be the Power Supply, poor PCI slot contact (the cleaning solution) or an unfortunate hardware failure in the cards.
