Help silence a noisy computer

I have a Western Digital HD for my main computer (I have read that these are noisy) I also have a secondary Maxtor which I enjoy. The Western Dig occaisionally makes high-pitched sounds. The noise is not a new development so i don't neccessarily think it signals impending failure but is there any way to silence HDs? Also, what is the best way to cool them? What is the best way to silence a CPU without compromising cooling?
