What the friggin' jukebox does that mean?

I've re-installed Scope v4.0 on my brand new system (Intel d865Perl Motherboard, Intel 3.0Ghz processor, 1 GB RAM) but it still comes up with this error.

What should I do?

is the file there?
if it is, is it marked read only?
