Unregistering Plugins
it IS possible, but it's a true hazzle (to say at least) 
I'd wait until the registration of Scope 4 has settled down a bit.
You will find plenty of hints if you do a search on that topic here, but to make it short:
as a seller YOUR registration for ALL remaining plugs is reset (otherwise you'd be able to continue to use copies of the sold devices on your disk).
You'll receive a special module to reprogram your card and until that's finished the card isn't usable as a 'licence' device.
It CAN be used as a DSP expansion, though.
I'm waiting myself on a 2nd hand plug and both the seller and me agreed to wait until service is up to it's regular
work again.

Ok, so it is a time consuming job...
Well, i hate to say this, but it will be just as time consuming if you charge for it. AND it is the WORST thing you can do to the community.
I am not sure about the legal aspects of this as well, regarding allready sold software. They can, of course, change the licence terms of NEW software, but changing terms of software that is allready sold is in a grey area i dont know too well.
Most other companies would deal with this problem as they deal with every other problems: They would make the re-registration process more efficient. This way, support would become more efficient as a whole. Im not a programmer, so i cant say anything about how CW could do this. As someone educated in logistic and quality management, i will give you one simple advice:
Define the problem (in this case, "registration process is too time consuming". Then ask "Why?". when you know the answer to that, ask "why?" again. do this a total of 5 times and i am sure you will find a better solution than to rip us off.
(and if u tell me i need to pay for a transfer i ordered close to two months ago and is still waiting for, i dont know what to believe)

i too am waiting for keys for a used plug.
will this new policy apply to us poor bastards who already waited a l o n g while??

Piddi, seriously - as I've written above I'm personally affected by this change, but their position is understandable.
Selling plugins via ebay has increased a lot and since all those bundles people sell more and more devices.
Re-registration is time consuming and even a potential risk for the source card.
The core eeprom gets erased and rebuilt and the software doing this must be individually encrypted for every single case to keep curious eyes away from studying the process

A nice automated web process could have solved this problem. And an open process like this would have encouraged people to buy more, since it's easy to sell too.
I can't understand this move, whatever the economic or time reason, something is wrong in this.
Come on guys, we're in 2004, not in the 80', web exist, and is usefull. Especialy for those thing that can be automated. You can build a e-shop, why can't you build a e-registration process? Need help? advices? Ideas?

thumbs up, you're really tough

the card is absolutely useless if the plugin is 'picked' from the main card - not even SFP will load again until the process is finished successfully.
and yes to your 2nd question:
Best Service, the XSample series - it's prohibited to resell as an original customer
