I'd stay away from recap, but just replace the fallen off capacitor at the blue mark.

My cards works fine, but i want to use them many more years

Just to report. The card has been repaired. First, all the capacitors were changed, but that did not solve the problem. Now I finally changed the stabilizer and the Pulsar is now like new.

It‘s a voltage regulator with 1.5A capability. The AS2830 is a 3A version, might be more heat resistant.
(the part is only cooled by the solder pad around it... and Croatia gets pretty warm in summer)
