Error message on XP, XTC and Cubase 5

I have recently installed XP pro
& Cubase 5.1. Now if I try to use XTC function with pulsar i get an error message,"hardware not installed properly" " please delete instblksize 64/128/256 etc from cset.ini".Which I do. When I do this and try to restart cubase the same happens, and the line has rewritten itself into the cset.ini. This happens with Pulsar 3.01 and sfp 3.0. Anyone got any answers?

that line is related to the latency values.
wich is the value you have there?
if it's too low (64) don't delete the line, just change the value with a higer one, it's the same as you entered new ulli settings in the application, but the only way to do it if application doesn't open.

I have tried this but with no luck. My latency is set at 13ms at the moment. Is this too low?
