midi programm change

i made a simple midi channel changer, based on modular and midi-router module, save 16 presets for channel change,
but sometimes modular does not respond to "programm change" commands. (midi monitor it always shows correct commands)

how to get a stable programm change? You never know, working or not - this is unacceptable for live perfomance...

any instrument and device in scope 5 (xite1) not received "programm change" command really stable. Why?
