Less than 13ms problem

Hi. I have a pulsar2 and pulsar1 in the same maschine.
Whenever i try to set the latency to less than 13 ms in cset.ini and start my daw i get an error message saying mycard doesnt support less than 13 ms.
- it seems that cset Thinks that the pulsar1 is the Master card.
But when i check the dsp meter in xtc mode i Can see that the 6 dsp card is the first.
???!! Any suggestions? I Think i need to change the pulsar2 card to be the xtc host card but how?

to switch 2 cards in cset.ini add:
[board0]
boardid=1
[board1]
boardid=0
