Did the guy that developed Xpansions SFP plugins ever upate them to version 4.x?

Nope.
Obsidian - Guy Eastwood was the developer, and FXPansion distributed.
I have the whole bundle - there were some major issues with the DSP files that he supplied, didn't play well with Pulsar OS.
I had to eliminate all the Obsidian files (and there were a lot) to get my system stable again.
You won't get any info from Angus at FXpansion, and I don't think you'll locate Guy/Obsidian.
