I can not set the transport in cubase sx

Hy, i install release cubase sx 3.0 original , and running properly-
now i install driver tranzort frontier controller , i see in the sistem try but no interactive for my need.
maybe in the project di scope i configure this device .........

I don't think it has anything to do with Scope.. USB-devices bypass the Scope-trajectory..

according to that link in your post, you should "Run the basic TranzPort driver installer, connect the USB interface, select ‘Native’ or ‘Mackie Control’ mode depending on the version of Cubase you are using, and the TranzPort is ready to go."
So in Cubase, you should go to "devices" --> "device setup" and click on the + in the upper left corner of that window..

i have release 3.1 -
i don't know becouse no run controller
