first of all it's a matter of simplicity - same procedure everywhere
this software simply does not exist without a key - it doesn't just look like SFP on the screen - it is SPF, in a frozen state, so to say.
If they did provide these files without keys, then someone could reverse the process and apply the same modifications to SFP devices. If you know the method for one item, you can apply it to all.
