I have had this kinda problem (getting all recorded midi on one note, or with latecny, or very odd quantize) under all versions of XP Pro (i.e no service pack, SP1 and SP2) using my Midiman midisport 4x4.
It have happened with other midigear as well.

But then I bought a M-Audio Evolution MK-449C USB, and the problem disappeared!

My problem with doubled notes was when I was using "all midi inputs". Selecting just the midi in of the intrument i am using solves the problem.

maybe a wrong power supply used on your midi controller?

I have new power supply!How could that be ?this is the type:TOP SILENT TECHNOLOGY.
350W~520W P5.
SATA READY

no no, I meant the thing that powers up your midi controller.. but it's just a suggestion as I've once had problems with midi notes that were caused by the use of a faulty 9V adapter
