I am trying to use the sts3000 sampler with cubase to program some drums via midi however there is a noticeable delay.
Do I need to set something to compensate for it? I am using asio drivers cubase and reason,
ULLI is set to 13ms It won't go any lower, 1st gen hardware.
Thanks in advance

I'm not sure if this will help since I've never had to adjust the midi to audio delay.. it's always set to zero.
However, I have had delay problems when using Cubase's insert effects... especially "Cubase Dynamics" The manual says to to have "favour midi timing" and "Plug-in Delay Compensation" checked in your Audio/System settings in Cubase.

When I had a slower computer, I used to run Pulsar on the slowest ULLI setting @ 44.1KHz - 25ms I think it is (?) The only problem I had was when I went to record vocals or guitar - the delay was a pain then.
If you can't see any difference, just check your Cubase manual for the Midi to Audio delay section and experiment with settings.
Good luck
