I got a PM from a member... I clicked to reply at the top of the message and wrote a reply...however I have no Idea if the message went out to him? in my 'out' box it has the message I wrote but my 'sent' there's nothing indicating that I have not sent a reply?
how do I reply to PM's please.

it will only show when the receiver opens your message. until then it remains in the outbox. I think...

This is correct, I believe. Also, some people may have email notifications enabled while others may not, so it may not show up as delivered for some time if they don't remember to come back and check these forums with any regularity.

Also, the codebase for these forums includes in-depth documentation on the phpBB site. We utilize this codebase for this community and don't create the functionality you see here ourselves.
