I think this should work in a mixer insert slot too, but I couldn't swear to it.
Forgive me for asking, but have you got midi input to the Mixer? And does the midi channel on the MultiFX match that of the cc coming in?
I'll have to check this myself tonight - you got me doubting myself now !

You're quite right - MultiFX in inserts don't respond to Midi, but regular effects in insert slots do. So there IS a way to midi-ise all effects in or out of effects slots, but not if you want to us the MultiFX to increase the number of slots.

But any effect can be midi-enabled by loading it into an effect rack, either in a mixer effect slot, or a standalone effect rack from the /others directory in your mono or stereo effects directory.
