After i make the right connections to the cubase environment and start cubase will i be able to open the synths and edit them?
Or do i have to control them from the Pulsar project window (open synth module and then edit the sound)?

Generally yes. But if you assign pulsar device's control to midi cc# and build a mixer map for them in cubase you can control pulsar synths from cubase. But don't ask me how to prepare your own mixer map - I haven't found them any useful in my case so far. Try to think different 180 degrees: use the [sequencer controller] (or similar) you find in pulsar' devices/midi folder to control cubase from pulsar, it's simplier. There is a third solution - in my opinion, the best one - just use your computer's keyboard (alt+tab or 'apple'+tab on mac) to change active app.

But I can leave the Pulsar's project window open. I understood that you have to close the project window b4 opening Cubase. (currently I'm not behind my own pc as you probably figured)

You don't have to close pulsar window before launching cubase. I don't know what's the look of pulsar on a pc (I'm a mac user) but I think it's similar enough to give you an advice. Both if you work in OS or Pulsar mode.

Keep Pulsar Open if running in RealtimeDSP mode, and have it open before you load your sequencer.
Close Pulsar BEFORE opening your sequencer if you are going to use the XTC mode.
Hope that clears things up

What's this PC1600x about? I heard from it b4. Should I get this in order to control the pulsar synths smoothly? Or can I do it by using different synths (CS1X, JP8000 and JV90) Can I use all three of the synths or should i use only one when controlling the pulsar synths?
...So many questions, so little time...

Why little time

? You can control Pulsar from the three of your synths but each of them has to have it's controllers (i.e. mod wheels, knobs, sliders etc. set to different cc# or - and it's even simplier - different channels. I'm not sure but probably this could lead to a problem of controlling both Pulsar and the synth's midi signal (but perhaps it can be solved by switching the synt to 'local off', I don't know - try to experiment). How to control Pulsar synths' parameters - you can find very good explanation in the Pulsar manual (exactly - Dialog.pdf, controller setting)...
