video security

I had some work adding smoke/fire sensors to my security system.
At now I'm working at the installation of a video security system.

Wondering if anyone here has got some experience in similar issues or anyway some advice to give for cheap but effective solutions about.

It looks kind of difficult to have things working in case of extended AC power loss.
Fixing power requirement around 5A @ 12VDC, to opt for an UPS is an expensive and probably even uneffective choice.
Considering a 60A car battery, it's needed a powerfull and transient protected PSU, supplying around 13.8VDC/10A, and some voltage/current regulator...
The use of a laptop as VCR could limit resolution/frame rate unless running an expensive machine, and it looks like there's lack of laptop interfaces for camera motion control...
