I was wondering if we could have a plugin that would create a mono signal out of a stereo source but at a frequency that can be set.

I have Brainworx but would like the plugin just for that.

You could also try Alfonso's free XOver insert slot and insert a stock stereo expander in the lower freq slot and set the slider all the way to the left to make the lower freqs mono. You can set any crossover frequency you want between the upper and lower insert slot.
