Well, I have both. But these are quite deferend in their approach (sort of), so you can't actually compare them.
While the Oasys rely mostly on synth & fx processing, the scope do a whole studio.
I really like the way oasys sounds, but it has WAY to little DSP-power on board. I can do a few synths (2 or 3) with a few effects and I hit the limit. With scope it feels like there's no end (well, i got a pulsar II and a pulsar SRB in there as well).
BUT, the oasys generally sounds awesome, that is, if you like the triton/trinity series of korg.(you almost get the entire trinity internal samples with the software!!!). And all effects (ca. 140) can be synced, automaticed with ease. Add that to a really flexibel I/O sheme (including ADAT) and you got a hell-o-a-card. But don't expect running a big multitembral midi arrangement on it... the DSP power wont let you. But expect REALLY good sound quality (the PRO-5 and minimoog emulations are very good).
And then there is scope, well, on the buttom, it's really nothing but a big pulsar board with some deluxe mixers, VDAT (hmm?), SYNCPLATE, STS-5000 (really nice) and ofcourse some awesome DSP power. But to get up there with oasys synthwise, you may need to invest some money on extra devices.
If I should choose one of them (well, they wear defferend pricetags also), I would stick with my scope card, course I do a lot of mixing work, and i need the power & flexibility it has.
But, on the other hand, if you like a cheap trinity inside your computer (with reduced voices), and a soundcard with OK latency and converters, go for the oasys.
They are both quality hardware, so you can't really go wrong.

Having an Oasys in the other studio box (along with Pulsar2+Pulsar1), I'd have to say you can't really compare them, and that they compliment each other very well. The post above is excellent, and I think the only "problem" with Oasys is it's really limited, even compared to a Pulsar1 card with only four DSPs, and no chance of expanding it via another Oasys. I hear that with OasysII (if it ever materializes) will fix that.
