XTC Inserts not found after new installation of Cubase

Hi!
I have the following issue:
I've installed Cubase 4.1 newly and then SCOPE 4.5. Since I have Cubase for 10 years now I've been through all the versions.
My last Vst-Plugin Folder was located in the Cubase SX 2 folder.
Now I've installed only Cubase 4.1.
After loading a project in Cubase 4.1 the inserts are missing (MULTI FX S, vodoizer, etc.... - Vocodizer loaded directly in an insert without the MULTI FX-device).
The VSTi Instruments are still loaded (EDS16i, ....)
I've tried to create a second VST-Plugin-Folder to recreate the "old path" c:/....../Cubase SX 2/VSTplugins
and copied the XTC-folder there.
No success.
I've also created my former folder structure of c:/SCOPE with the several Devices folders and XTC-Devices.
The seq-path in the cset.ini file is also set to the new folder. I've tried to add a second path to the new folder.
Didn't work.
So how can I open a cubase-project with the XTC-Inserts?
Where do the inserts refer to (c:/scope/devices or ??) ....
Any ideas??
