Scope synths/FX "could not be loaded" in XTC mode

I am running Cubase 4.1.3 on a new quad core PC.
I installed the Scope card and software first, and then Cubase 4.
Once Cubase was installed, I moved all of the Scope synth and FX *.dll files to a new directory C:\Program Files/Steinberg\Cubase 4\VSTPlugins\Scope|...
The Scope platform is enabled for XTC mode.
When I load CUbase 4, I can "find" the Scope instruments (e.g. Inferno) from the VST Instrument dialogue box, but when I select it, I get a blank VST dialogue box with the message "could not be loaded!"
Any idea what I have done wrong?

They were initially installed in
E:\My Studio\Scope\VSTPlugins\...
I had copied them to
C:\Program Files\Steinberg\Cubase 4\VSTPlugins\Scope\...
But I've deleted them now (from C:) and just left them in the E: as per the initial install.
I then went in to Cubase Plugin Information and added a new plugin path referencing E:\My Studio\Scope\VSTPlugins
I then restarted Cubase and it found the new *.dll files. Unfortunately I still had the same problem.
I then read through the advice, but unfortunately got stuck because I cannot find the file scopevst.cfg in my E:\My Studio\Scope folder.

OK I found the scopevst.cfg file in C:\Scope\App\Bin
It has a line entry:
ScopeSynth C:\Scope\Devices\Plug-Ins\*.*
So I copied all of my synth DLLs into ScopeSynth C:\Scope\Devices\Plug-Ins\
Unfortunately I still get the same error

FOLLOW THESE HINTS LINE BY LINE!
First of all: try resetting the plugin info in cubase. If that doesnt work, rename your vst plugins folder and run cubase again.
Open the vst plugin menu in cubase and add the new renamed folder as your shared vst folder, and restart cubase.
if that doesnt work:
1:Install scope with xtc mode.
2: create a folder inside your scope directory called XTC PLUGINS ( you decide) EG: C:/scope 4.5/devices/xtc plugins
3. open up the xtc configuration file in a text editor ( scopevst.cfg)
- In this file you should se a row of directories. One with the words mono in front of it and one with the words stereo in front of it.
Copy these two ( mono and stereo) text lines, and insert them in the bottom, right after the last line and edit them so they contain the path of your xtc folder.
EG:
ScopeMono C:/scope 4.5/devices/xtc plugins/*.*
and Scopestereo C:/scope 4.5/devices/xtc plugins/*.*
( i think that this is the same wording that is used in the file)
4. Go to your shared vst plugin folder, and pick a plugin that you know is working.( any plugin. not a creamware one, a normal native vst plugin tha runs on your cpu!) and copy that into your XTC folder EG:
C:/cubase/vst plugins/XTC
make as many copies as you need XTC plugins.
Now rename every single one of the copied plugins to match the names of the plugins in your C:/scope 4.5/devices/XTC plugins/ folder. but leave the DLL extension
example:
was supercomp.dll now renamed to minimax.dll
was supercomp.dll(2) now renamed to masterverb.dll
etc etc..
the actual dll files in your c:/cubase/vst plugins/ folder are actually not used at all.. they are just "shadows" of the files from the c:/scope 4.5/devices/xtc plugins/ -folder
5. open up scope, edit the xtcproject.pro, located in c:/SFP/App/XTCApp, to suit your needs. save it.
6.start cubase
Open the vst plugin menu in cubase and add the c:/cubase/vst (your path here) plugins-folder as your shared vst folder, and restart cubase.
IF that doestn work, rename the vst plugins folder to something else, set it up in cubase and restart cubase again.
I know this seems like an awful lot, but when you get the hang of it, it is actually really easy..
If you still cant get it working:
read through the links i send you, especially the xtc patch guide.
IT CAN BE SOLVED! TRUST ME!

also, in Cubase, sometimes you have to manually enable the xtc plugins, especially if you have used scope mode.(Scope must be CLOSED to use XTC mode)
if this doesn't help, just start over.
first install os.
then motherboard drivers
next video drivers
other drivers
tweak windows
install card
install Scope drivers ONLY
install sequencer
install Scope-------XTC plugins go to Steinberg\Cubase\vstplugins or similar. disable the second choice.
it will work.

and install the xtc option when you install scope..
