How do I capture video from 2 cameras?

I need to make the following set-up: 2 video-cameras -> 1 PC with three monitors
I need to be able to pan and zoom both cameras from the PC
I need to be able to swap camera view in real time from the PC
I need a picture in picture function
I need all this to be done in real time
I need it to be manageable even for people who don't want to be video nerds

The scenario is as follows. At the music therapy program Aalborg University, Denmark, we are finally about to get up to date. Till now, we have recorded our training sessions on VHS. During the training sessions, the students will take turn being the camera man/woman. So it should be possible to learned the navigation within a few minutes. I imagine one monitor shows camera 1. The second monitor shows camera 2. And the third monitor shows what is being printed. After the session (which may last 2 hours), what was on monitor three should be burned to DVD without the need of further editing. This last thing is more important than to be able to go back and undo "camera(wo)man choices" later on.

Our budget for the software and cameras might be around 2-3000$, but if it can be done for 1000$, we don't "have" to spend all that money on this task. The rest of the hardware (PC and audio hardware) is on it's own budget. We do not really care much wether the cameras are called webcams or ProTV cams. We just need stuff that works and is easy to use. And we need at least DVD resolution.

Do you have any suggestions?

Capturing seems to be easy, the editing of combined video streams is the fun / tricky part.

I've been taking classes at night for this for a couple of months now. It is very exiting.

By next winter I should be able to do lots of fun stuff.

We even have been using Vegas, from Sony to capture with. :D
