grounding problem

i have this weird problem that i have current in everything! I have a plug that is earthed, and i have my pc connected to that plug. If not i get humming galore!
and i figured that the rest of the devices would be ok, so i have connected them to a non ground plug, because the devices themselves dont have a ground connection ( the bcf2000 for instance), but if i take the usb plug of bcf2000, out of the computer, with the other end still in the bcf and let the loose end slide across the case of my computer i can see little sparks! nothing dangerous ( well not for me). And sometimes i can feel the current in my pc, by putting my hand on it, i get a slightly humming feeling in my hand. Nobody else can feel this.. i must be very sensitive!
i have my setup in a basement with stone walls and floor.. i have the computer sitting on a towel, so it wont touch the ground..
but i can fell things going through me to the floor.. if i lift my feet, everything is ok! but my bcf is on a wooden table and has no ground connection through cables or anything else... i'm confused!
any suggestions?
