There could be a difference in what plug-ins you get with the card. But this is really individual, as many people has bought upgrades for their cards. The old powerpulsar had 15dsps, but sometimes it counted as 14. The newest Scope Pro cards actually have 14dsps and count them as 14.

depending on the plugins you are planning to use (e.g. : minimax, P100/A100 form sonitime works), and if you have the choice, i would go for a last generation board (no pci overflow problems). Except that, just consider those boards are similar in use and efficiency.

As far as I know, there are 3 generations of "Big cards".
There is the original Scope card, wich had 15 dsps but used the older Ulli technology. Therefor it does not go so low in latency - unless you hook it up with a so called second generation card (anything else than Pulsar1 and those Scope cards).
Then there is the so called second generation cards with 15 dsps. Those started with the Scope SRB, later came Powerpulsar, and later came Scope Professional. As far as I know these where similar ... maybe with very small changes?
The latest Scope Professional cards have 14 dsps.

hardware wise both are the same as both are generation 2 type boards.
software you need to see what that specific powerpulsar is equipped with.
the list of what comes with Scope Professional 4.5 is available on the creamware site.
