when html based then probably the best advice could be given by referiihttp://www.selfhtml.org/#en

If you are looking for a fast cms (which doesn`t require programming skills although it would be better) then you might want to try joomla http://www.joomla.org/

There are several programs that can help you to build simple web sites from templates (like http://www.joomla.org ), or U can buy a basic manual book (i.e. "for Dummies edition").
I suggest you an HTML site because is more simple than FLASH one.
If U want start from scratch U must use a WYSIWYG (what you see is what you give) editor like Macromedia Dreamweaver (professional but expensive!) but if U are rookie could be hard start from zero.
Web templates are the right solution for you: blank pages with standard graphic/button that you could tweak, fill & personalize.
Here some useful links/titles:

Programs (free):

or TinyMCE

I'm all flash+action script2, but CSS is definitely something you want to check out.
