It is call Taskbar Repair Tool Plus!

http://www.kellys-korner-xp.com/taskbarplus!.htm

This "very" small utility has solved me from some very anoying problems with the taskbar. Sometimes it gets stack, or a particular icon will not show, etc., depending on your installation and configuration.

You can fix the registry with it, and it works very well. I have used it recently with great results, solving those enoying problems.

There are quite a few fixes on it for free, and the full version is a mere 5 US dollars.

I have the problem that I have too many icons in the toolbars and windows defaults to the xp theme because it can't load them in time. I think I tried this and it didn't fix it. What worked was adding another user so windows pauses long enough before loading. I know there is a more elegant way but I don't know how. I'm sure I could delay it by editing the registry.
