Old Pulsar 1 cards, if set as main cards can't go lower in latency. But I have a P1 together with 2 second generation cards and I can go down to very low latency if I want.
In the paper manual there should be a chapter about editing a line in the cset.ini file (open it with notepad) for swapping the order in wich the cards are recognized by your system, but I don't have it now.
You could instead swap card position in the pci bus, this will very probably cure the issue.
If you do so, I recommend first to disable the startup project load when booting windows (reboot to check), then to uninstall card drivers, after that you swap card positions, reinstall the drivers, re-enable startup project (if you need it) and should be fine.
Just a curiosity...when you open the DSP usage panel, wich card is listed first now? if you have it properly you should see DSP's like this : 1/1 1/2 1/3 2/1 2/2 2/3 2/4 that means that the 3 dsp card, Luna, is the first one.
Now that things are wrong you should see 1/1 1/2 1/3 1/4 2/1 2/2 2/3, where the old P1 shows as first.
How is it?

And have you got one? If not - it's required if you have >1 card. If you have it installed then you have to reseat it. Hope this helps
