Does that cover the 55 euros card transfer as well ?

You only have to pay the 55 euros fee if you transfer plugins from one card to another. I don't think they charge anything if you simply want to register a card to a different user after a sale, without transfering the plugins to another card.

I confirm this. I went through this some days ago flawlessly.
