Gee, and I thought the whole forum was my own personal chat room!
I dunno, do we need a chat room? Good question...
How difficult is it to implement?

There's browser plugins for that, like the one used at the bottom of
http://www.adern.com/forums/ . That link leeds to #pulsarmusic on EFNet where we reside.
The [edited] JIRC tool is not free for the hosting server, if you want to put that one here also it will cost a little. Or you could just use the one from Adern

Is IRC considered reasonably safe these days?
I haven't used IRC or ICQ etc. for years as you used to be able to drive a school bus through the gaping security holes.

Atomic, the one on Adern.com is JIRC and its a commercial app, but I actually know of a free one that is better called pJIRC (gave it to Red a while back, Adern should see an upgrade soon). Planetz could easily use it for a page (I'm familiar with customizing it too so could setup the colors etc.)
I've got one at kief.net/irc/ but that is tied to my channel so here's a version that will dump people into the right channel:
http://www.kief.net/irc/planetz.html
there's a nickname box in the lower right or you can change nickname by doing: /nick (nickname)
This client supports multiple channels AND multiple servers.
Counterparts: asking if IRC is safe is a bit like asking if web browsing is safe. There's always going to be security holes in computing. With reasonably up-to-date software and some forethought about your actions you're usually (hopefully) fairly safe. In #pulsarmusic you should be fairly safe assuming you don't wander around EFnet clicking links randomly and use one of these clients:
mIRC (Shareware with no expiration: windows)
X-Chat (Free except the windows version: windows, linux, bsd, OS X [aqua & X11])
AKWA IRC (Shareware: MacOS X)
Snak (Shareware: MacOS X)
ShadowIRC (FREE-MacOS X)
IRCle (Shareware: Classic 68k, Classic PPC, and Carbon/OS X)
BitchX (FREE: Command line app - many OS's supported)

Tell me about it!
I connected to the internet from home for the first time in about 2 years yesterday. Within 5 SECONDS of my IP address appearing on the network, somebody tried to port-rape me! Fortunately, I'm not a complete dummy and was sitting behind a firewall.
'tis a jungle out there! :-/
Coming back to the thread's topic, I'd personally welcoms a chat page at PZ and would be happy to make a donation towards any set-up costs which John may incur (assuming he's up for it!)

You can all use mine, I just put it up because it came precanned with the website.
http://oliversb.net/
There isn't much there, maybe I'll have more time to fill it up.

Bingo, the links that at0mic and I posted go to a channel that has been established for several years and referred to on these forums
several times
before. It also has quite a few long-term permanent members lurking around. Not that I want to denigrate your personal channel but its a lot more likly to find someone in #pulsarmusic i think...

I know, I just posted it because it was related to the topic.
