I tried to register myself in ebay.uk but I can't, country list is limited to UK.

You should be able to register on ebay in your own country, and then bid on UK items (assuming the seller has allowed the item to be available to non-UK ebay-ers).

Yes, it is listed for world-wide sale, so you should be able to register with ebay in your country.
