I think the Scottish 'lakes' (not 'lochs') you're thinking of are actually English 'lakes' in 'The Lake District' since Scottish water is a fair bit further afield.

While he can still live in the UK, Mohemmed Al Fayed still hasn't managed to get a UK passport, despite being one of the richest people in the UK and contributing a lot to British society - because he is fundamentally at odds with the Royal Family. They have more power than you think (especially when it gets personal).
afaik, he moved to because he was mad at the UK. afterwards he got what he wanted and moved back saying "the UK is home"...i don't think he's ever been significantly inconvienienced....
