low ULLi settings kill my Cubase

Can't you just edit the entry in the Registry, under the Run section?

HELP!
I have Pulsar2 and P2,8GHz 512 RAM
160GB win XP home
i have used Cubase sx1 for longer time with ULLI at min latency 3ms and it worked fine,
now with Cubase SX2 everything lower then 13ms cause crackling noise etc.
why cant i use 3ms as i did with SX1

in my BIOS i dont have option to set PCI latency time, everything eles is set right.

i have tryed few times to reinstall sx1, and every time is same story.
where should i look in cubase setings?
