A Passively-Cooled GeForce GTX 1650: KalmX by Palit

Seems like $150-200 (USD) for a fairly competent card (could do adequate 1080p gaming, graphics content, 3d, video, and certainly handle any audio tasks you can throw at it). While passively cooled WILL heat up your host system without adequate ventilation, this seems like a great solution for low noise machines that otherwise have great airflow.

Bit bigger, 2.5 slot cards are becoming very much the norm for anything above budget level. This caught my eye because I have too many computers, and am always seeking ways to shed both noise and heat. 200mm fan on rear of pc and 3 slow PWM ones on front.
