Absolutely. I have only Mod II and no Flexor right now. But I understand that Mod III/Flex III is most awesome.

Not sure if this was covered in the above article, but if the Windows firewalls are not disabled, try doing that. I'm not sure if either one blocks ICMP (ping) but they might allow pings, but not higher level protocols, by default. If that does the trick, then it becomes an exercise in firewall conf...

I'm sure there'll be at least a couple of samples worth of delay, due to the A/D and D/A conversions. Wondering if the card imposes a certain amount of fixed overhead in the latency dept.
