Update: Well the good news is that the Xite seems to work fine on a freshly installed PC with Win7 x86. No luck. changed HDMI cable, re-seated PCIe card, same issues
I'm gonna try another PC and will get back later. Nothing changed on this current PC though save perhaps installing new gfx drivers. Ugh
