Actually, PayPal will refund a buyer's money even if you *can* produce a tracking number. You need to be able to produce proof of delivery. Yeah, I know. The margins on the XITE-1 are considerable for both S|C and the dealers, so they don't have to sell thousands and thousands of them to stay afloat.
