I saw on the cw site that the download of scope 4.0 is free ? I'm a bit confused, i'm a total cw newb

I have been offered this card for a small amount of money, Can someone give me the specs, all i found on the net is the specs of LUNA II. I have also heard that it doesn't work on winXP ? Is that true ?
