Try to use ASRock Conroe865PE motherboard instead of 965pe one with your multi scope system. It's cheap and drive c2d very well (if not overclocked more than 285x4 FSB ) with multiscope system installed.
May be problem with 3xScope system on 965pe is due chipset itself. Some other post also state ...

I think you have too complicated setup (i.e loads of pci staff). So try to remove all pci staff besides CW hardware, also disable unused motherboard staff like COMs, FDDs,Parallels. All of it eats IRQs and loads Win32 kernel time. I think SFP 4.0 installed correctly on your system but ...

I had been had same problem!! I had Luna2 and PP2 board and also two differnt STDM cables (which i had been tried to use). It was exactly as you said dsp meter shows zero and only turn on/off stdm cable can solve this problem but sadly not finally only for some time and than i need do ...

I think only new hardware can solve 96Khz problem. The main reason is insufficient internal dsp memory and maybe more important interchange dsp bandwidth on STDM bus in current DSP hardware.
