Didn’t solve it using Cubase VST 5 and Oasys PCI FAQ.
SOLVE IT using Logic Audio Platinum 4.7:

That’s right. Any suggestions for exact tools? I mean not sequencer cause it’s separated task to work them, which is in progress.

I’m still here, setting up G4 with MacOS 9.2.2.
Unfortunately Korg Oasys PCI settled in G4 don’t have MIDI I/O. To play it one should use OMS or FreeMIDI source.
Ok then. Pulsar 2 have MIDI. Let’s use it. Chain:
Korg Z1 -> Pulsar 2 (MIDI in and out) -> Scope routing -> OMS -> Oasys PCI.

I think I found what's the problem.
I found that in 7-Zip on Windows PC file extensions are not the same like on PPC G4 OS9 unzipped folder.
SCOPE_Platform4.5_MAC.zip was unzipped using StuffIt Expander. It expands not not only root file, but when he see bin-file, like SCOPE_Platform4.5_MAC.zip ...

Switched between 1 256 MB RAM board and four other 512 MB boards. The problem is not in RAM.
One more idea - G4 have 2 HDD. Possible OS9 don't like that it was installed on a second HDD.

Removing other DSPs didn't help.

I copied alloc.dll, crossdev.dll to System -> Extensions, reboot, started SCOPE Platform installer again - no results. Extensions now missing, same error like on link above.

Two more questions to be assured, that G4 is OK:
1. Keys are cross-platform? Since CW/SC are more Windows oriented, it could be issue to port keys. For example, TC PoCo Virus license is OS-locked;
2. Where to get 4.0/4.5 Scope and other software archives for Mac OS 9? SC site have 5.1+ versions.

Thank you all. 4.5 is relative new and feature rich to use on Mac OS 9. Yay!
And thank you for avoiding dual-CPU systems and other notes. Yep, OS 9 block on FW800 and other latest G4 is a challenge to found suitable model.
